There's a new pay-TV service in town -- or, rather, an old one that's relaunching. Philo, formerly Tivli, is taking a page from Hulu by getting backing from major programming groups, in this case A+E, AMC, Discovery, Scripps and Viacom.

Yes, of course the content and pricing may ultimately determine the popularity as well as profitability of the service. But publicity and novelty may be able to "jump start" the project and with enough raving reviews and customer satisfaction who knows where it may go.
